INFRASTRUCTURE DEVELOPMENT AND MANAGEMENT

The Department is headed by a Director who is assisted by two Deputy Directors. One who is responsible for Networking and the other one responsible for Systems.  The department is responsible for the development, management and maintenance of central government ICT infrastructure e.g. PFMS Network. It is also responsible for the development of supportive and enabling communications infrastructure to ensure equitable access to ICTs by all citizens including disadvantaged groups and rural communities. One other important responsibility of the department is to develop ICT access channels e.g. information kiosks and community information centers for the less privileged members of society to have access to developmental information. Promotes and Support research, development and manufacture of ICT products and services as well as establishment of linkages with ICT research institutions nationally, regionally and internationally.

 

Functions

  1. Develop, manage and maintain central government ICT infrastructure, for example, PFMS Network;
  2. Develop supportive and enabling communications infrastructure to ensure equitable access to ICTs by all citizens including disadvantaged groups and rural communities;
  3. Develop ICT access channels, for example, information kiosks and community information centres for the less privileged members of society to have access to developmental information;
  4. Support research, development and manufacture of ICT products and services;
  5. Establish linkages with ICT research institutions nationally, regionally and internationally;
  6. Create a conducive environment for investment in the areas of ICTs, telecommunications, postal and courier services through public private partnerships;
  7. Establish and manage ICT National Infrastructure framework, structures, systems and services at all levels;
  8. Facilitate the establishment of a vibrant ICT sector in the country.

ICT APPLICATIONS DEVELOPMENT AND MANAGEMENT DEPARTMENT

The Department is headed by a Director who is assisted by two Deputy Directors. One who is responsible for ICT Development & Consultancy and Business Applications Support. It is the responsibility of the department to coordinate, advise, monitor and provide technical support services on all ICT activities in government, i.e. systems requirements analysis, evaluation of tenders, ICT acceptance testing, contract negotiations, project management and implementation. The department also provides a central computer processing facility to government ministries and departments as well as develop and maintain software systems for the government and ensure strict adherence to ICT security requirements. They also conduct research and advise the government on technological developments relating to ICTs to enhance service

Functions

  1. Coordinate, advise, monitor and provide technical support services on all ICT activities in government, that is, systems requirements analysis, evaluation of tenders, ICT acceptance testing, contract negotiations, project management and implementation;
  2. Provide a central computer processing facility to government ministries and departments;
  3. Spearhead the Iimplementation of the Presidential e-Learning programme in schools;
  4. Develop and maintain ICT standards to guide the use of ICTs;
  5. Develop and maintain software systems for government and ensure strict adherence to ICT security requirements;
  6. ICT capacity building for Civil Servants and Citizens;
  7. Conduct research and advise the government on technological developments relating to ICTs to enhance service quality.

ICT SECURITY

The ICT Security unit is led by a Deputy Director. The unit conducts periodic awareness and training on information security policies, standards and procedures. They also monitor in collaboration with other security services, Cyber Security threats and respond to incidents that threaten the ICT systems which compromise social and economic interests. They also Foster co-operation between the public and private sectors in safeguarding the national critical infrastructure.

Establish international linkages with other regional and international bodies on information security

Functions

  1. Formulate, evaluate and review policies, regulations and guidelines for the security of Information Communication Technology (ICT)systems, networks and related infrastructure;
  2. Manage the design, installation, configuration and upgrading of information communication technology security systems for Line Ministries and Departments;
  3. Ensure the security of Information Communication Technology systems, networks and infrastructure by coordinating the implementation of security standards procedures and internet protocol security measures;
  4. Contribute to Information Communication Technology disaster recovery for line ministries and government departments by ensuring the integrity of the Information Communication Technology back-up systems;
  5. Monitor in collaboration with other security services, Cyber Security threats and respond to incidents that threaten the ICT systems which compromise social and economic interests;
  6. Conduct periodic awareness and training on information security policies, standards and procedures;
  7. Foster co-operation between the public and private sectors in safeguarding the national critical infrastructure;
  8. Establish international linkages with other regional and international bodies on information security, for example the SADC regional Computer Incidence Response Team;
  9. Participate in the development of the budgets, and funding strategies for Information Communication Technology security systems and facilities;
  10. Liaise with sub-contractors, service providers, client Ministries, Government Departments and other stakeholders on Information Communication Technology risk management measures;
  11. Prepare for the Department’s participation in National and international fora on Information Communication Technology security administration;
  12. Facilitate the provision of technical input in the construction and procurement of equipment, services and materials for National Information Communication Technology

Supporting Departments

Strategic Planning, Monitoring and Evaluation Department

The Strategic Planning, Monitoring, and Evaluation department in the Ministry of ICT is responsible for developing and implementing strategic plans, monitoring the progress of ICT initiatives, and evaluating their impact on the ministry’s objectives. This department plays a key role in aligning ICT strategies with the overall goals of the ministry, identifying key performance indicators (KPIs), and establishing metrics to measure the effectiveness of ICT programs and projects.

Finance, Administration and Human Resources Department

The Finance, Administration, and Human Resources Department in the Ministry of ICT, PCS is responsible for managing the financial, administrative, and human resource functions within the Ministry. This includes overseeing budgeting, financial planning, procurement, and accounting activities to ensure efficient and transparent financial management. The department also handles administrative functions such as resources management, logistics, and general operations to support the smooth functioning of the ministry.

In addition, the department is responsible for managing human resources, including recruitment, employee relations, performance management, training, and development. It ensures compliance with labor laws, regulations, and policies related to employment and personnel management. Overall, the Finance, Administration, and Human Resources Department plays a critical role in providing the necessary financial, administrative, and human capital support to enable the successful operation of the Ministry of ICT.

Gender mainstreaming, Inclusivity and wellness Department

The Gender Department in the Ministry of ICT is responsible for promoting gender equality and inclusion within the ministry’s initiatives and programs. It focuses on integrating gender perspectives into ICT policies, projects, and services to address gender disparities and ensure that women and men have equal opportunities to access and benefit from ICT resources and opportunities.

Communications Unit

The Communications Unit in the Ministry of ICT is responsible for managing internal and external communications, public relations, and media relations on behalf of the ministry. This includes developing and implementing communication strategies, creating content for press releases, official statements, and publications, and maintaining the ministry’s online presence through social media and other digital platforms. The unit also coordinates with the media, responds to inquiries, and organizes public events to promote the ministry’s initiatives and achievements.

Procurement Management Unit

The Procurement Management Unit in the Ministry of ICT is responsible for overseeing the procurement process for goods, services, and works required by the ministry. This includes developing procurement plans, soliciting bids or proposals, evaluating offers, and awarding contracts in accordance with applicable procurement regulations and guidelines. The unit ensures transparency, fairness, and competitiveness in the procurement process while also seeking to achieve value for money in the acquisition of goods and services. This also includes vendor management, contract administration, and compliance monitoring to ensure that procurement activities align with the ministry’s objectives and regulatory requirements.

Internal Audit Unit

The Internal Audit Unit in the Ministry of ICT is responsible for conducting independent and objective assessments of the ministry’s operations, financial systems, and internal controls. The unit performs audits to evaluate the effectiveness of risk management, governance processes, and compliance with policies, regulations, and best practices. It identifies areas for improvement, assesses the reliability of financial reporting, and ensures that resources are used efficiently and effectively.
